If you read the Homeland Security Laws in reference to ID and Driver license residency requirements,
you will see more obstacles. That is why at least 6 State Operator Licenses are not allowed for ID when flying, as they have not met the new standards. ALL State will have to met the new requirements.
 
Apparently the person that created the video, etc. hasn't actually read the proposed HUD rules changes related to RV's. All it does is more clearly define non-motorized RV's as "Recreational Vehicles" not intended for use as permanent housing. That's really how they've always been defined anyway, as embodied in the very term itself, "recreational vehicle". The rules change just clarifies some of the ambiguities in the current rules. The RVIA, Escapees, and other RV related groups have endorsed the change and the need for it, albeit with some suggestions for further changes to make the rules even clearer. There is nothing in either the current or proposed rules that would prevent anyone from fulltiming in any RV, since the new rule only calls for manufacturers to basically more prominently notify prospective purchasers that the RV is not intended for such use. Nothing new there other than the prominence of the notice.

While current regulations appear to be already in place that seem to preclude using an RV (specifically a trailer) for full time living, the new proposal says the same thing. There are some units I have seen that are advertised as "for full time living". The Redwood, the Open Range 3X and some, if not all of the Montanas come to mind. The proposal, to make the sellers (or the manufacturers) state that the unit is not meant to be lived in full time, would seem a convenient way to refuse to honor warranties. The Escapees proposal (https://www.escapees.com/images/pdfs/Housing_and_Urban_Development_Letter_HUD.pdf) for a change in the wording seems to be a better solution. Perhaps the fellow in the video had a point
