I have never been in the Pennekamp, though we have been frequent visitors to the Florida Keys for many years. One thing I can assure you is that the "hill top" sites aren't too high or too far from the water. A hill in the Keys is maybe 6-8 feet tall and nothing is very far from the water. I suspect they are merely distinguishing between waterfront area and another area on a different loop, not on the water.
There is a campground map on the Reserve America reservations website. You should be able to identify your specific campsite if they gave you a site number.
