We are taking a trip from Dallas to Vegas next year and will be passing some rivers and lakes along the way, the wife came up with a wonderful idea of fishing for our tea, what are the restrictions on fishing or is it state orientated??

We will not be doing any serious money gear type fishing just a rod a reel some hooks etc and some bait which we will buy along the way

You will need to buy a non resident license in each state you plan to fish in, national parks and other federally or state controlled areas will likely need special permits. It's a pain.

Not THAT much of a pain, most self respecting local bait stores should be able to sell you a 1-3 day NON-Resident pass. I wouldn't expect the local gas station with an aisle of fishing gear to sell them.  Also get a regulations book and/or ask the guy/gal at the counter what is in/out of season, and make sure you know where you are fishing as some specific lakes/rivers/sections of rivers have restrictions local to them.  A quick internet search on that body of water should turn up any specifics - but if it's a good fishing hole, in my opinion, there shouldn't be a cell signal :)

I could not agree more

my SIL once got a ticket just for sitting in a boat with her husband while he was fishing. He had 2 rods with him!

Obviously she had never heard this ageless fishing story...

A couple goes on vacation to a fishing resort in Northern Minnesota. The husband likes to fish at the crack of dawn, the wife likes to read. One morning the husband returns after several hours of fishing and decides to take a nap. Although not familiar with the lake, the wife decides to take the boat out and get some sun. She motors out a short distance, anchors, and continues to read her book.

Along comes a game warden in his boat.
He pulls up alongside the woman and says, "Good morning ma'am. What are you doing?"

"Reading a book," she replies. (thinking, isn't it obvious.)

"You're in a restricted fishing area," he informs her.

"I'm sorry officer, but I'm not fishing, I'm reading"

"Yes but you have all the equipment. For all I know you could start at any moment. I'll have to take you in and write you up."

"If you do that, I'll have to charge you with sexual assault," says the woman.

"But I haven't even touched you," says the game warden.

"That's true, but you have all the equipment. For all I know you can start at any moment."

"Have a nice day ma'am, " and he left..........

MORAL: Never argue with a woman who reads, its likely she can also think.
