After our Yorkie suffered a seizure a few years back while sitting outside the RV, keeping the dog from overheating has been an ongoing concern that we have solved by the use of cool pads and a blanket inside of a small bed that sits perfectly in a folding chair.  This keeps the dog cool both when in the camper, but also when outside under the awning in extremely hot weather.  We have two medical gel pads, and keep one in the freezer, and the other under the blanket in the bed.  When the pad defrosts, we just switch them.  It's low tech, relatively inexpensive, and the items are readily available at Amazon or Walmart. The flexible plastic ice cube type freezer packs made for coolers work well too.  The layers of blanket between the dog and the cool pad can be varied as needed to adjust the temperature of the bed. We've never had a problem since, and use the system at home as well for when we're away at work.  It also works for us because we rarely have electric to run the AC when camping, and we just don't have the need to run the generator, as it generally cools sufficiently at nightfall.
