We just finished a late-season trek from San Diego up the eastern side of the Sierras, across the Sierras at Yosemite to Sacramento, thence back south to SD.
Two BLM campgrounds were so outstanding that I wanted to recommend them. Tuttle Creek Campground

was a no-frills, desert setting nestled under the Sierras with beautiful views. $5/night; $2.50 with the Golden Pass. No hookups or available water.
Farther north, Lower Lee Vining Campground included towering pines, golden aspen groves and a cascading 30-foot-wide trout stream, open only through mid-October.

$14/night; $7 with the Golden Pass. Again, no hookups or water. It's right on the edge of Yosemite. There were three other rustic sites nearby that were already closed for the winter.
We also stayed at Mammoth Mountain RV Park
http://www.mammothrv.com
which offered full hookups, a pine tree setting and easy walking proximity to the town of Mammoth Lakes. We paid $53/night.
In Sacramento we stayed at Sac West RV Park with full hookups. They have lots of amenities, great attitude, no ambiance but close to Old Town and MidTown. Pricing similar to Mammoth RV.
There were others along the way, but none that stood out as those listed above.
Happy trails.
