I just noticed that this week's Costco.com's special was boat or RV refinacing "for as low as 4.94%". 

I wonder if we starting the cycle all over again or is this a lost leader with stiff requirements?

Interest rates are fairly low - it's just much harder to qualify for a loan nowadays. More upfront money required, as well as a sterling credit rating.
