Has this been resolved? Why not consider magnetic switch failure. There must be a method to confirm the door sense circuit is working properly. If the circuit doesn't know to put the steps down, it probably won't do it.

Not my system, but I sometimes have to mess with the e-brake pedal to convince the HWH system it's time to wake up. I looked for a schematic for your system but not enough details given. Good Luck!
