    13.8 volts off the back of the converter but not charging battery

    WHere does the power go off the back of the converter.  Does it go straight to the battery  or a relay  or the 12v panel..  Looked at wiring diagram don't understand.  Porblem is batteries are not charging.  Off generator or shore power.  Bought new batteries not the problem.
