Before you buy one and start using it, I'd not get in a hurry.  RV's are know for building up humidity in side just from people breathing, cooking with propane, etc.  I'd wait a day or two and keep an you on the humidity with a meter and see if you really need one.

Give it 2-300 miles or so of driving.  Some tires act exactly like you're describing until they get "run in" that is the cords inside the tire settle in place.  There's be a number of post about this issue and they settle down after a couple hundred miles.

As to the # of RV's that this would effect, might depend on how the bill is worded.  There are a lot of RV's registered under LLC's and these might not be included, and only privately owned RV's are in those numbers subject to the tax.

It all depends on the Gross Weight of the camper you plan on towing.  With out that info it's a moot point as to if a V-6 or V-8 is better.  Another thing to consider also is the rear differential gearing.  If you can get a tow package with the 3.92:1 gearing you'll be able to tow more weight.

touchracing;  We had 2 Rockwoods (one for 4 years, and the other for 1 year) with the torsion axle suspension and loved them, it's the nearest thing to 4 wheel independent suspension system you can get, and no issues what so ever.

David before going to the mess of caulking the shower surround, just turn the shower on and have the DW outside looking for leaks.  This leak issue was back in 2011 and I'm sure it;s been solved.
