    There are no fees to enter Wood Buffalo National Park on the Alberta/Northwest Territories border.

    In order to be barred from entry into Canada the offence on your record has to equal an offence in Canada.  If the offence in the USA is not an offence in Canada you can enter, which is why draft dodgers were allowed entry into Canada.

    I used to work at a store here in Canada that did propane cylinder exchanges, and we could not accept a cylinder that was 10 years or older, unless it was re certified.
