As to the barrel chair: Without a picture I can't say for sure, but I am guessing that the cable attaches to a spring loaded pin in the pedestal and would normally pull the pin down to allow the chair to swivel. There probably is no way to pull the pin down without the cable being attached.

FYI - I called Winnebago and was told the NuFlex sealants are the sealants they use.
