i have a 2016 catalina made by forest river, when i am connected to the city water connection at the park, it fill my fresh water tank. what could be the problem?
Are you sure your connected to the correct fitting? Fresh water tanks and city water are not connected at the tap level. What makes you think your fresh tank is filling? You could just have a bad sensor which is very very common

Sounds like the check valve at the pump has failed. You need to trace the water lines to be sure your connected correctly. Do you have a gravity fill?

City water is after the pump and your pump is in between that point and your tank. So the only possibility is your pump valve is leaking backward....

There is another way this could happen. If you have a valve which allows you to fill the tank while connected to shore power. If you do, make sure that valve is in normal position. You could also cycle it a few times and see if that helps. It may just have some dirt inside the valve keeping it from sealing.

I know it was over filling because the water was coming out the fresh water connection
What are you calling the fresh water connection? The only fresh water connection we’re aware of is where you connect the water hose from the pedestal

Most have a "city" water connection, water from pedestal, and a "fresh" water connection. The fresh water connection normally does not have a hose type connection, just a gravity feed.
You're Montana probably has a valve to transfer the water from the city connection to the fresh water tank.
Sure sounds like the check valve is bad.

I wouldn’t call sticking a hose inside another hose being a connection that’s why I asked what the OP referred to.
As far as my Montana I do have a valve to fill the fresh water tank and if that valve is not shut all the way or if it is leaking by internally then that would allow water to go into the tank and eventually would overflow so the check valve in the pump is not the only way water could enter the tank.

We had the issue last year on our Fifth wheel, traced it to a faulty check valve on the water heater. Replaced the valve and the problem disappeared.

my fresh water connection is actually a Manuel it has a cap on it

Are you connecting a hose from a "city water" source to the screw on fresh water connection on the side of the trailer? If so, then it appears the pump check valve has failed and is allowing water to back feed into the tank. It may just be some grit in the valve stopping it from seating. Sometimes cycling the pump a few times with the city water turned off and a faucet open will clear it out.

Chronic problem. Many YouTube videos on this. The check valve in the pump is not seating and city water pressure is leaking past it into your fresh water tank. 1) Remove the city water hose. 2) Run the water pump for several minutes cycling faucets on and off. 3) Shut off the pump. 4) Reconnect the city water and DO NOT turn on the pump. You may need to clean a faucet aerator to remove debris from it.

The two retired sisters (teachers, hence the YouTube channel name Two Tired Teachers) have traveled extensively and created quite a few videos. They are worth watching if you are interested in the places they visit. I do not watch them regular but don't hesitate to if I have any interest in one of their videos.

Just throught i would get back with what i hope was a fix for my overfilling the fresh water tank, after reading and checking out some of the comment i found my problem and it was a cut-off Value that need to be turn off, so thanks to everyone for your assistance.

Not sure what you mean by a cut off switch. A switch typically is something electrical. are you talking about a water valve? If you do mean a valve, was it the valve used to fill the fresh water tank?
