Do you need to have the towed vehicle wheels locked or unlocked?

When using a tow dolly should you have the front wheels locked or unlocked so that they can turn>

My turn signals and break lights work but the tail lights do not work. Can anyone help?

Thanks for your reply. My sebring is front wheel drive automatic.  I was hoping not to need a pump for the transmission fuel.
