    Mine were $30 each on line...aluminum. Don't remember the name, but just google EU2000, and most of the suppliers have them. They also sell a whole "kit," but its just the caps, a short section of fuel line with a couple of fittings, and a 6 gallon marine tank for about $170......yikes....

    In a word.....No. You don't need both. I have a Reese dual cam, WD hitch. The cams are your sway control. I can't explain the physics of it to you, but that is their purpose. In addition, friction sway bars don't work all that well with a TT that long. At least that is my personal experience...
