Ac not functioning properly and the furnace doesn't work

I have a Dometic rooftop ac unit that will run but never shut down. When it sounds like it is going to shut down it short cycles and continues to run. When it does finally shut down it won't come back on automatically. I have to physically shut off the thermostat and turn it back on. I tried the furnace just to see if it would function but it doesn't work at all. I was starting to check the 12v in the ac unit when I discovered a white solid strand wire not hooked up. Can someone help explain where this wire should be connected. I am assuming this is the +12v in order for the furnace to work.
