Average price today in CA is $4.365 for 87 octane. Here in NV it is $3.639, but Reno is $4.28, almost the same as CA. But the Reno area is the most expensive place to live in all of NV.

Could you tell where it was mailed from? What type of stamp did it have?I opened it and it was a letter from the California State Revenue Department indicating he owed a thousand dollars+ dollars. Didn’t say why but the California Superior Court was mentioned.
There's virtually zero chance of them being apprehended. The card information was likely sold on the dark web, someone printed a card or multiple cards and off they went. They know the card will eventually be rejected, it's nothing personal. It's just the cost of doing business for the card issuer.These idiots do not give up with my stolen credit card. Good! Denied charge for $24.99 on 12/15 20:59 CST at GOODWILL GRANTS PASS, GRANTS PASS, OR. Denied due to Card Issuer Rejection for Credit card ending in 1283.
IOW, they went 200 miles west and tried by CC again.

The first fraudulent charge on this card was day after my mailbox was ripped off, which was about a day before I got back to Auburn from my RV trip (bad timing!). In six weeks, this mailbox would normally be around full. I had one piece of junk mail in there. That was my first indication something was wrong. Also, a small Amazon package was ripped off out of there which was delivered for sure. Was ordered on my way back from the RV trip. Also, things missing such a registration card and sticker from one of my motorcycles that has a CA plate. I don't know what else was missing. But I mostly get junk mail here, with just a few exceptions.
I am not saying the info. could not also be on the dark web.

But they also ask for my last four digits of my SS number. I have no idea how they came up with that. But that is the only thing they ask that wasn't in my other mail (AFAIK).
It is an automated service, no real people involved to activate.
