BLM camping in Idaho, Oregon and Washington.

Washington state has many free camping areas that require a discover pass that costs 35$
 
Add in National Forests to BLM and you have many more options. For the forests, look at the Motor Vehicle Use Map (MVUM) for each forest to see where dispersed camping is allowed.
 
I have one recommendation for a BLM campground, but it costs $34 per night and about half of the sites have electric and water. No dump station or showers in campground, so you have to drive to town to use one there. BUT, many sites have ocean views, so that makes it a fantastic place!!! It is just north of the town of Yachats in Oregon.

If it's Tillicum beach, I think that's National forest, but it is a lovely campground if you bag an ocean view
 
Where do you have in mind? The BLM controls a lot of federal land and some of it has campgrounds, other areas have areas that one is allowed to camp in, and there are also places that no camping is allowed. The Bureau of Land Management is a division of the U.S. Department of Interior that oversees more than 245 million acres of public lands in more than 15 states.
 
Just recently we stayed at the Joe t Fallini campground near Mackay ID.
Superb location for craters of the moon. BLM site and only 14$ with water and electricity.
Even better, it's FCFS😁
