FWIW I'd been in the "no IDP/IDL required" camp here for a number of years, but experiences such as that shared by Tony have put me in the "bring it with you if you have it, in case you need it" camp.

... there were a few car hire companies that ignored it and kept telling travelers they required it. ... Nonetheless, they are wrong.

How would you suggest visitors to the US deal with a "CDP/CDL required" situation if/when they find out about it after arrival, e.g. at the rental check-in desk, or the situation such as that described by Bill (highway patrol officer wouldn't accept an "English" license)?

Previously you suggested it was for financial gain, but I still don't understand that for reasons given.
