Interesting CBC article on full timers returning to Canada early only to find out they can't stay at their campgrounds until May.  Bureaucracy reigns supreme.

Southern Ontario is a bit warmer, but by and large it is still winter here in Ontario. I still have lots of snow in my yard. We can get snow well into May some years. Most campgrounds don't open until early May because they don't have winter services. Water lines would freeze, so the parks close in October and winterize their services. Most probably dont even plow the campgrounds in winter. Southern Ontario is probably snow free, but not likely out of the woods as far as freezing temperatures go. I would assume most people returning would have to winterize their rv unless they planned on heating it for a while, or had heated storage. Certainly a problem for many. I would guess rvers in the northern states are in somewhat of a similar predicament. Southern Ontario is quite a bit south of much of northern United States, roughly on the same latitude as Northern California.
