Clark County reprieve for boondockers in Laughlin, NV?

Now why were these folks getting their knickers all twisted? Wouldn't the RV parking in Wal-Mart be just the same as parking at the Casino's or is there more to the story that an outsider might know about?
According to health district, in exchange for allowing the moratorium, casino executives agreed to monitor their properties for potential leaks and spills from RVs, report health-related issues to the health district and assure guests have access to services such as potable water, dump stations and solid waste collection facilities.
?I think we're in an agreement in principal, but whether the mechanics will work out, we will have to wait and see until after their board meeting,? said George Stadler, Ramada Express general manager. Stadler represented local casino properties at the meeting.
So has there been anything achieved by all this posturing by the Board of Health? Isn't there anybody there that understands about Rv'ing?
What could be some of the positives that come out of this process?

I was up to visit my son in Henderson last weekend. It was in the LV newspaper that Henderson City Council pass a new ordinance that, if the article in the paper was correct, outlaws staying in a VEHICLE overnight anywhere except in a campground.

Also found this on another forum, I don't know who "I" is and don't know who is higher up on the pecking order, Dr. Donald Kwalick, chief health officer for the district or Mr. Glenn Savage, Environmental Health Director.

I just talked with Mr. Glenn Savage, Environmental Health Director, County  of Clark, State of Nevada.

I asked him about stories I had heard regarding RV parking at Laughlin casino parking lots.  He said that since the casinos have some form of business exchange with the customers, they are required to be governed by  the health laws.  Even though RVs park there for free, they get slot points,  sometimes pay to park, etc, and this establishes a seller/customer  relationship that is then governed by law rather than just a parking issue.

He informed me that currently two casinos have permits.  They are health department permits because they deal with the health issues regarding RVs.  He said that those without permits are being brought into compliance because  of the behavior of the RVers.  So, the county is giving the casinos their teeth back.

The compliance issues are:

That bathrooms be available, even if they are casino bathrooms so that RVers  can find and use sanitary facilities.

That there be an ID system of registration.  This is so that police can locate people in emergencies, and if they find you dead in your RV it simplifies things.  Casinos can require you to get a tag to display, and those not complying can be asked to leave.  ....

Security patrols at a minimum of every eight hours to inform people when they are doing something that violates the standards.  (Dumping on the ground, changing engines, removing tires, nailing down artificial turf, excavation of asphalt to install real turf, leaving garbage, etc. common sense things)

Signage to advise patrons of the rules.

The casinos will not be required to furnish dump sites, but will be required  to install water hydrants.  They must advise RVers as to other casinos where  they can go and dump.

Casinos must provide adequate and convenient trash receptacles to receive  the volume of garbage generated by RVers staying there.  These must be  maintained and emptied on a regular basis.

When I asked him about stories I have heard about people being tagged, he  merely stated diplomatically that those people probably needed tagging  because they were doing something they shouldn't have been doing.  He stated  that even after all this that casinos have the right to tag any vehicle that  they find does not comply with set standards. (see the previous part about  dumping on the ground, engine changes, etc.)

Most of that sounds entirely reasonable. The general idea seems to be that they allow RV parking, so long as they don't do anything obnoxious and they can find people in an emergency. The proposal addresses legitimate concerns without outright bans that are nothing but sweatheart deals for area campgrounds.

Looks like they are making headway on what can be called a decent comprimise.

However I'd like to know a rig that leaks sewage on a dry camp site can hold it on a full hook up site,

Leaks are leaks.... My rig tends to leak fresh water (One of the low point drains is drippy)

Thanks Tom. Sounds very much like the county got into the hot water by jumping in feet first and with eyes wide shut.
Somebody goofed in how they handled it. Upsetting long-time snowbirds and casino properties isn't a sensible thing to do and yet they went ahead with the order instead of trying to find ways to accommodate all the concerns and reach an amiable solution.
I'm glad that the reaction has been strong enough to force the county to pull their head in and look hard for a solution that sees all folks happy.
Sure I can understand the feelings of the county folks, you have to agree that health and sanitation are legitimate concerns, and from some of the reports it sounds like there have been some inconsiderate folks who have spoiled the fun for lots of others. But we've never heard of that happening before have we <sigh>
