Jetty Park in Port Canaveral is on the beach and right next to the shipping channel where you can watch the ships come and go. It's just up the road from Cocoa Beach where there's a ton of action. I don't know if there is a limit on how long you can stay or what the cost is. Anything in Florida near either coast will be expensive.
