Ours charged full price and were not open for a month. So we lost part of our season there. Some parks didn't open at all and charged full price. If payment was not made then spot was lost.
 
I suspect many of these parks were trying to survive which lead them to implementing such desperate policies
 
The math doesn't add up in that case. If parks are charging full price and not providing services, then that would mean that when park is fully open they are breaking even.
For example, if no one is in park they don't have to pay extra staff, they don't have to run pool, they don't have to maintain grounds as diligently. They don't have to pay for night security, they don't have to pay someone to clean washrooms. They're not paying for water or power for common areas.
