What factors make up of the curb weight for a pickup truck? Do they count a tank of fuel, driver, passengers, etc?
 
There is no  formal standard definition, but it is generally the weight of the ready-to-drive vehicle with full fluids (fuel, radiator, oil, etc.) but no payload, driver or passengers. In other words, it's sitting at the curb, ready to drive but not actually going down the road (which would require a driver).  See  Wikopedia Curb Weight
