Option two is a valve in the tank outlet line.. Some rigs have them.

True story.. had a religious fuel line on a car (holey) replaced and man did that ride run better.
 
If the winterization bypass valve was open there's a good chance the water heater was totally empty. Sometimes they can form an air embolism when you are initially trying to pressurize your water lines from your onboard supply. Turn on the pump, go outside and crack open the pressure relief valve until it starts to let water out. Then go back in and open your lines up, you'll still have a few pockets of air but it'll usually clear up fairly quick.
