Generac 4701 help needed

Our Generac 4701-1 (LP gas) runs fine under load. On idle, it revvs up and down. The control arm in the green circle moves back and forth. I replaced oil, oil filter, air filter, sprayed carburetor cleaner in the intake, no change. Any advise is much appreciated. Generac is of no help and local dealers have bad reviews.

It sounds like the governor to me but I am not an expert.
