When the engine is running the house batteries should be charging ?

What position should the house battery cut off switch be in: on or off ?

When you are stopped for the night and connected to shore power what position should the house battery cut off switch be in to charge the house batteries: on or off ?

Not all coaches are wired for the engine to charge the house batteries, though I don't know about your specific coach. The house battery switch should be on all the time except for storage or when you badly need to save battery power and you don't want DC for a while.

Yes. That is the norm and should happen if everything is working.
What position should the house battery cut off switch be in: on or off ?
It should be in the on position.
When you are stopped for the night and connected to shore power what position should the house battery cut off switch be in to charge the house batteries: on or off ?
It should also be in the on position then. By doing so the 120V to 12V converter will keep the battery fully charged and if for some reason you should loose 120V power from the campground you will still have lights and most appliances. RV appliances mostly are powered by 12V in order that they can be used when you do not have 120V shore power for any reason or when traveling on the road.
