hydraulic Surge Breaks on Jayco 1997 tent trailer

Hi I have a Jayco 1208 1997 model..I am trying to tow with kia sedona 06...i have a class 3 hitch and 2' ball..standard 4 pin wire hookup..
I can tow the trailer, but once i apply the brakes and come to a stop..you can see and feel the trailer wheels being grabbed and let go..like 3 times..
it feels like your car brakes being pumping a few times as your driving , with the bucking motion..the brakes were just redone in july..

could this be a hitch problem?
or any other ideas?

Going back to my surge brake days, sometime in the Dark Ages, I suspect you have a surge brake problem.  Adjustment probably, if they are locking up as you say.  Let your repair shop know that you are having problems.

Turns out the brake drums were out of round...in other words they were warped....having them replaced this week...
