We drove this route on a Tuesday morning.
Google maps did a good job of routing us around the worst of the morning commute, so we didn't get on to I-10 proper until nearing Riverside and San Bernardino.
Overall, a decent road. Not too rough, but some areas did need some work. I would not hesitate to use it again between the two cities.
We did notice an over $1.00 per gallon drop in fuel prices once we cross the border into AZ.
Traffic in Phoenix can be bad, and per local reports, is getting worse. But, I've been in worse. I might take the loop, but would not avoid driving through Phoenix solely due to traffic concerns.
Total travel time from Seal Beach, CA to Surprise, AZ, including a stop for fuel, was just under 6-1/2 hours.
