We leave our RV parked in Arizona and use it only during the winter months. Each time when we arrive for the season, the rubber around the toilet valve (ball valve) fails to seal for about a month allowing the water to leak out of the bowl. After about a month, it finally seals for the rest of the season. I'm assuming it just drys out. I've tried spraying it with silicone to no avail. Any suggestions on how to treat it so it will seal immediately?

Someone on this site has recommended pouring vegetable oil over the water to prevent evaporation...Just a thought

Welcome to the Forum!

The "fix" is to prevent the bowl from going dry, so the seal stays wet.  This can be easily accomplished by putting something in the bowl that does not evaporate.  Pink antifreeze may work.  Water alone will not work, as you know.  Water with a layer of vegetable oil covering the surface works well.  The oil floats on water, protecting the water and will not evaporate.
Gizmo, is there an echo in here??

Here's the results from a test I did with vegetable oil:
