Modify electric trailer jockey?

So I'm looking to purchase a trailer jockey that can move a 200lb tiny canoe trailer with a custom row/fishing boat at approximately 5mph along a bicycle path from my place to a lake nearby, approximately 3.5 miles away from me, to launch it. Long story short I can pull it by hand because I have a manual trailer jockey and it goes about 10mph at times and is very exhausting. Like its a great little boat I made and it's fun but I would really like to find something exactly like a trailer jockey but with a different gearing because it just needs to go more than a single mile per hour. I would accept 5mph. And I was hoping that I can find something cheap to use for it because the reason I don't have this registered as a custom trailer is because I dont have anything to pull it with. My car is probably not capable of having a tow hitch installed on it and I work at a job that simply doesn't pay me enough to afford a truck and all the stuff. Idek how to legally drive it to a weigh station to make this a legal custom trailer.

I need a fast trailer jockey for a 200lb row boat. Can the gearing be modified to go 5-7 mph in one of the cheap 12v eBay ones that clamp on? They all look the same. One is called a mini mover? I also kinda wanted to ride in the boat because I'm lazy AF but I will accept simply being to fat for that 😛

This is the boat trailer with just a wheel and without the manual trailer jockey. It's a 42" boat with just oars & 3.5lb anchor. No heavy motor. No nuthin. 2" trailer ball adapter for it is coming in still so I can't use the manual jockey yet and am just using a caster wheel clamped down on top with a block of wood and U clamps keeping the wheel in place.

I'd be looking for a second hand quad or even a golf cart, or lawn tractor.
Not legally allowed to because as of yet it is a "dolly".

not an unregistered and unlicensed trailer with non dot approved tires and plastic non dot approved rims operating illegally on a road, as the police would most likely put it on the ticket before they impound my boat 😔

so I'm trying to stay legal. Although if I were to register it I would get a trailer hitch for my car. I just really don't want to because it's more nonsense and DMV paperwork. I can see why a tractor would be easy but it would probably still be more than the 600 ish for a hitch installed. Not including the frekin wiring harness.
 
And then the cops would absolutely ticket me for riding my tractor on a bike path and road. No internal combustion engines on the bike path🤷‍♂️
No tractors on a public road 🤷‍♂️
Just no fun at all really
 
I got my electric golf cart 3 years ago for $200. The batteries were shot, I replaced the (6) 6 volt lead acid batteries with (3) 12 volt, 100 a/h lithium for $200 each. So $800 total. The battery manufacturers don't recommend the cheap lithiums for golf cart use but I did the math on currents, etc. and everything seemed to work. That was 3 years ago, it's still working fine. It would be simple to drill a hole and bolt a trailer ball on the golf club rack in the rear of the cart.
 
Well with all those limitations how about a pallet jack or an E bike/E Trike with a hitch? (They don't allow gas or ebikes on our bike trails, pedal bikes only, but it's never enforced.)

So, in a nutshell, you want a powered dolly that can move 400 or so lbs at 5-7 mph while you ride and steer from the boat.

The powered dollies I've seen are capable of walking speeds, say 3 mph, but might well reach 5 mph on a smooth surface and longer runs to build up speed. I suspect the battery-powered dollies that can move 2000-4000 lb trailers could meet the 5 mph goal when hauling a trailer as light as yours. But the only way to ride on the trailer and steer from there would be a dolly with a remote control. There are such things, but you are probably talking north of $2500.
 
I once saw one somewhat like this one demonstrated.. Rather impressive.

Well, it's south of $2500, but just barely!

We were stopped for a night in South Dakota. This lady pulls up with her SUV and a small Casita. Unhooked the Casita in the middle of the road, opened the back of the SUV and pulled out a dolly similar to a pallet jack. Put it under the ball of the trailer and maneuvered the thing right back into the spot. I thought that was pretty spiffy.
