Newbie needs info

Currently live on a boat in WA, plan to sell, get an RV, travel. Question is, I would like to make Oregon my home state, purchase RV and truck there, register there, pay taxes there. But, I'll have no home address, how do you do that? Won't I need a physical address to get an Oregon drivers license? I know I can sign up at a "Mail Services", but will that suffice for a physical address?
