With oil everywhere and in the carb area do not try to start the generator before you remove the spark plug. I bet the engine is fluid locked with oil. Also as stated above by OP the starter just clicks but will not turn over. Any further attempts to start without removing the spark plug can do serious damage if it has not already been done.
