Are the Outer Banks of North Carolina RV-accessible from the south?  Is it just ferry and no highway?

Any recommendations on campgrounds along the ocean?

Is October getting to be too late for that area?
 
The outerbanks are accessible from the south.  From Morehead Cith you can take Hwy 70 north to Hwy 12 to Cedar Island.  From there the toll ferry runs to Ocracoke.  Not much in the way of camping on Ocracoke, but you then take the free ferry to Hatteras and the NPS run Cape Hatteras National Seashore.  The NPS runs several camping areas in the seashore with no hookups, or there are several commercial campgrounds.  Ocean Waves, the KOA, and Camp Hatteras about 20 miles north of Cape Hatteras in the town of Waves.  There are also a couple of campgrounds in and around Hatteras too.

Roughly, how much are the ferries and do you have to have reservations for them?
