I am current owner of a class A Four Winds. I registered to ask how much $$ I should invest in this thing.

From a water leak I need to rip up / replace carpet. I also need to replace some cardboard that looks like wood. But my questions are about upgrading electrical, and adding a washing machine.

Upgrade electric, from 30A 120 to 50A 240v. New breaker panel, modern twist lock inlet, and automatic transfer switch switching between generator and shore power. Generator would still be 30A 120, but I would simply connect to both hots of transfer switch. If that upgrade costs me $250, is it worth it?

In my first RV I installed a compact washing machine and loved it. I am considering putting one in bedroom where bathroom sink and breaker panel are only inches away. Is it worth $200 to add?

Only you can answer the "worth it" question because the worth is solely personal convenience & preference. Financially, you will never get a dime back in resale value. It's not an investment in anything except your happiness.

If you got the coach for free (or nearly so) and can do the repairs & upgrades yourself, I'd say do whatever suits your fancy.

Lots of factors enter into this. What Chassis is this on? If its the GM/workhorse chassis, its probably not a good investment due to the difficulty of finding spare parts for the chassis, if a Ford F53 chassis, you will have better luck maintaining the chassis (although many of the Ford parts are also becoming difficult to find). If the RV is in very good shape, and I do mean real good, roof, body, chassis, and YOU intend on keeping it for a long time, then it could be worth it (to you) to do the modifications, especially if you use it a lot.

As Gary noted, you will not realize any gain in value for resale on something this old.
