Park Model Roof Coating Removal?????? Ughhh

I have a 40' Park Model. I am going to coat the roof. The problem is the previous owner had someone coat the roof with an inferior product and they did it while it was sprinkling rain.  Dumb! Anyway the coating is lifting and peeling which is great because I want it removed but it is not all coming off that easy. What can I use on the EDPM roof to aid in removing the old coating without damaging the rubber roof? I have tried dawn soap and tsp and scrubbed with stiff bristled brushes and even wire brushes. It comes up but painfully slow and not completely. Any help would be appreciated.
 
Since the coating itself is likley EPDM or similar elastomeric, I don't know any removal solvent that would not also affect the old EPDM underneath. The [only] good thing is you don't have to worry much about cutting or scraping the original layer, since you are going to re-coat it anyway.
