The campground shouldn't even issue a 1099 since according to IRS regs, "the value of housing/lodging furnished to an employee by the employer as a working condition fringe benefit shall be excluded from the employee's gross income if all three of the following criteria are met":
1. The housing must be furnished on the business premises.
2. The housing must be furnished for the employer's convenience.
3. The employee must be required to accept the housing as a condition of
employment.
Campground hosts are typically required to live in the campground so the value of the campsite is non-taxable.
