Which is at least a large part of why spammers can spoof caller ID. The CCS7 was originally on dedicated circuits and couldn't be intercepted the way it can today, but the internet is vulnerable to all sorts of ills, and I have trouble understanding (other than $$$$$$) why many critical functions (including power grid, telephony and other stuff) is even accessible at all via the internet. Now the Telcos are pretty much out of the point to point dedicated circuit business, everyone has converted to the Internet for voice and data lines.
So many of the "this was hacked..." "that was hacked..." etc. could be eliminated if removed from the internet, including military stuff.
