Replacing water tube that fills tank

This tube is ripped. Easy enough to take the clamp off of one end of the hose by the tank but how do I get to the end by the outside wall. Should I take the panel off and come at it from the outside or am I supposed to get to it from the tank access panel?

If you can’t get to it from the inside, the only alternative you have is to remove the outside door frame and just pull out the assembly. Reinstall and use a butyl caulking to go between the flange and the frame.
 
Do not buy hose yet until you verify what size you need. I think one trailer I had it was a little smaller than 1 1/4”.
