That must be what he has. I have used Surge Guard products for years but always had the full unit. Since TRC sold it to Southwire they have introduced several cheaper units that that must be one of them.Update: Looking at the instructions for the very basic Surge Guard #44260 & 44270, it has indicator lights for Reverse Polarity but I see nothing in the Op Manual that says it shuts power off. It merely "indicates faulty park power". The more expensive models do more, but these are just surge supressors with power status lights.
For safety reasons he needs to resolve the hot skin issue, which in my experience has more often than not been cause by reversed polarity.
