We left Fort Belvoir fairly early, around 7:30am. I was prepared for some awful traffic heading in to DC, but since we started heading east fairly early, it wasn't that bad.
I-270/70 to Frederick wasn't bad at all. Decent road, moderate traffic. The biggest problem was the drivers. I don't know what it is, but DC area drivers, in general, were some of the worst we've come across in over a month on the road, and traversing some major metro areas. We saw drivers having issues staying in their lane, maintaining speed (not just going fast, but unable to maintain a constant speed), not looking before merging, etc. It was a very exhausting morning for me, the driver, as I had to keep my head on a swivel a lot more than usual.
We decided to let Google Maps guide is on this, so instead of continuing on I-70 to Hagerstown then picking up I-81, it had us hitting US-13 north out of Frederick. US-13 was almost completely a 4-lane divided highway with an excellent road surface. We were on cruise control almost all the way to Harrisburg.
Once on I-81 in Harrisburg, there was the usual, constant, ongoing construction. At least this time, there were no miles of single lane traffic - there were two lanes in each direction. Harrisburg itself was really bad, with poor road surface and a long backup crossing the I-83 bridge.
I-81 north of Harrisburg is hilly, in a sneaky way. It doesn't look like much of a hill, but I look down and instead of going 65, I'm down to about 51. The road surface was OK. Some placed very nice, some not so nice.
Other than Harrisburg, or only major delay was some sort of incident just south of the NY border. Both northbound lanes were at a complete stop. We were stopped for over 10 minutes, and there was at least a mile of backup ahead of us. It appears a car rolled over on the shoulder and I suspect the road was closed while the tow trucks did their thing.
81 in New York was not much better. Traffic through Binghamton was quite light at around 1pm.
