RV electrical heating system not working

I have a 2012 Class C Winnebago, ITASCA Cambria for three years and this problem is a first. The rig is plugged into 30 amp electricity while in its bay. I had the electric heat on and we are having a cold spell here in south la. I went into the unit and checked it yesterday and the setting is on electric heat, fan on auto and on hi. The unit is blowing cold air and the thermostat is set at 71, but the temp inside the unit is 38. No heat is coming out to the vents. I checked and changed the 15 amp fuse in the fuse panel for Furnace, but still no heat. I switched the thermostat to L.P. heat and the unit came up to temp almost immediately. Do you have any suggestions on what is wrong with my electric heat? Please advise.
 
Which do you have?
A heat pump will not function below approx. 40°F; an electric heat strip(resistive heat) inside a roof unit will/should function at any temperature.
