In regards to Tucson's good lighting, it's pretty amazing as you can see stars fairly well standing in the streets. Dr. David Crawford was instrumental in getting good lighting standards in Tucson and other areas as well. He formed the IDA, Link here: http://www.darksky.org/ on establishing good lighting standards.
While it may sound like another group with too much time on their hands, there are a lot of safety benefits to good lighting beside astronomy.
