Bar Associations seem to be organized and operate differently in different states, e.g.:
Here in California we contact a county Bar Association, whereas in Ohio I've contacted, for example, the Columbus Bar Association.
In California, the Association will set up the appointment with the attorney, whereas in OH (at least Columbus), they gave me the names/phone numbers of 3 attorneys and wished me luck.
In California, I've paid a nominal fee ($50-$100) to the respective association, while the attorneys provided 30 mins to an hour of pro bono time, with no obligation. Ohio didn't require the nominal fee, and didn't offer the pro bono time, but I was fortunate enough to contact an attorney who was willing to give me 30 mins on the phone.
