Not as far as I know. It doesn’t look like it’s been painted.The fact that the bubbles pop easily and there is a white surface underneath suggests it is some sort of over-coating product rather than the original roof (which was probably white). Has the roof ever been painted with something?
I take it that you are not the original owner? I very much agree with Gary that you need to be sure what it is that you are dealing with before you attempt to resolve the problem. I am guessing that if you use any sort of scrub brush that would be used to clean the roof, the bubbles then break. It is also possible that something has gotten on the roof or been used on the roof that is causing the bubbling and a good cleaning might make it stop.Not as far as I know.
