Tiny bubbles in roof

Hello all. I have a 2012 Forest River Cherokee. I got on my roof today and noticed a bunch of tiny little bubbles. When I rub them they break and it’s white underneath. Any thoughts on what this is?IMG_3555.jpeg
 
The fact that the bubbles pop easily and there is a white surface underneath suggests it is some sort of over-coating product rather than the original roof (which was probably white). Has the roof ever been painted with something?

Not as far as I know. It doesn’t look like it’s been painted.
 
Look closely to be sure it is not an add on top coat. If it is not, It would be best to figure out what roofing material was used and find a top coat that is friendly to the roof material so that you can begin a spot prep and seal program until a long term resolution can be determined.
 
Need to determine what the white underneath is. I'm betting it's the original roof membrane because what you would normally find under a "bubble" is plain old plywood, probably luan.

What ever the bubbles are, they obviously aren't sticking well to whatever is underneath, so you can't just paint over them or use tape. Anything laid on top of a bubbly surface will just peal away when the next bubbles pop up.

I take it that you are not the original owner? I very much agree with Gary that you need to be sure what it is that you are dealing with before you attempt to resolve the problem. I am guessing that if you use any sort of scrub brush that would be used to clean the roof, the bubbles then break. It is also possible that something has gotten on the roof or been used on the roof that is causing the bubbling and a good cleaning might make it stop.
