I have a utility and a horse trailer. All the lights on those two (2) trailers work correctly. I have 7-pin connectors on all three (3) trailers.
How can anyone think that the problem is in your tow truck? The bright filament should be the brake light.
My assumption is that is all backwards – with a turn signal, brakes or emergency flashers I would assume the bright filament should illuminate.
That is correct. If it worked right when you bought it but doesn't now, then you must have changed something that caused it. Examine your work as I see no way that the two could have swapped by themselves.

One reason to take pictures before you start. It's easy to mis-wire the plug.
