Has it been working? (since coming out of winter storage) Do you have water flowing from the hot side of the faucets? Is it possible it has bypass valves (like a traditional tank type water heater) that are in bypass for winterization?

Can you see on the water heater a red light flashing an error code? Cleared any trapped air out of the system by running the hot water for awhile (sometimes 1-2 minutes). Blue, white, red line valves open and the blue/red bypass line valve shut (operating mode - reverse all 4 for storage) . See the attached at the 10:40 mark where they show how to reboot your water heater.
