Re caulking roof skylight

What can I use to clean old caulk off around skylight after scraping off the majority of it? Then I’ll reapply Dicor self leveling lap seal. Roof is fiberglass.

IMO, clean it off pretty good, go over it all. For me, I simply clean old with soap and water, chase over all the seems and seals on the roof, and call it good. It might bulk up a bit, but honestly Dicor is pretty flexible and forgiving and I'm not out to win an award show of my roof.
 
You don't need to remove every bit - just any portion that is loose. Clean it up and then re-apply fresh caulk. Scraping it down reduces the bulk, though, so helps cosmetically. Unless the surrounding roof is EPDM rubber, you can clean with mineral spirits. Otherwise, any good detergent and a bristle brush to remove the gook in the cracks.
 
Good old Dawn dish washing soap. As Gary said, you do not have to remove all of the old sealant.
You can also use denatured alcohol. Not harmful to EPDM or TPO.
