Update: I installed a 15 amp rated switch with a ground in a metal fully enclosed box under the sink. I used shielded cable to run to the supply cable to the heater where I spliced into the hot wire. Used it last weekend and it worked great.

Thank you for the links.  I disconnected the first fittings off the water heater and found the check valve.  Looks like I will be taking it to Home Depot for a replacement.
