Since RVs are not 240 VAC but in fact 2 120VAC legs Im guessing you have either wrong voltage, bad ground, or possibly open neutral.

Lots of plumbers greasemto start with. Next you cannot simply tighten one bolt at a time. You MUST take up the slack a little at a time and be very careful to follow a pattern. Took me a couple of trys to get it done last time I did mine.
