Don't know if this is what you are referring to, but our 2018 Fuse has one of the new type of TV antenna placed right where you mentioned. It stands about 10 or 12 inches high, is black and the top is a flat circular receiver for the TV signals.

And I think it would be helpful to specify whether the shop repairs (compared to DIY repairs) were done by the dealer or by a 3rd party repair shop. And if a 3rd party repair shop, why not the dealer (cost, time, some other reason).
